Colleges are an
alternative system of education which aims to empower
individuals through appropriate skill development leading to
gainful employment in collaboration with the local industry
and community.They offer the advantage of tailoring programmes
to local needs and state-based requirements by using
approaches that will be most acceptable to workers in the
given community.Community Collages generally have a 2-year
curriculum that either leads to an Associate Degree for
transfer to an undergraduate college or to the students direct
entry into any occupation or trade.These colleges are a source
of economic growth because they provide an educated and
skilled workforce that improves the quality of life for
individuals students, communities, and the nation

The Indira Gandhi International Open
University was established by an Act of Parliament in
1985. Today it serves the educational aspirations of about 1.5
millions students in India and 35 countries abroad through 11
schools of Studies and an elaborate network of 58 regional
centres, 7 sub-regional centres, 1400 study centres, and 41
overseas centres.The University is making all efforts to take
higher education to the doorsteps of the hitherto unreached.
As of now, it has cater to about 10% of all students enrolled
in higher education in the country. Apart from teaching and
research , extension and training from the mainstay of its
academic activities.It also acts as a national resource
center; and more importantly, functions as an apex body to
promote and maintain standards of distance education. The
University has its presence in 35 countries. The Commonwealth
of Learning has recognised it as one of its centres of
excellence. It also has the unique privilege of hosting the
Secretariats of SAARC Consortium of Open Distance
Learning(SACODil) approved by Heads of Govt. of SAARC
Nations and Global Mega Universities Network(GMUNET) initially
promoted by UNESCO.
The Philosphy of estableshment of Community
Colleges in the Country by IGNOU is 'By the community, For the
community and of the community". The rationale is : These
colleges must be able to offer opportunity to all segments of
the disadvantaged people.
These Community Colleges will encourage students
who may want to attend a 3-year degree programme but cannot
get entry to a formal conventional college due to academic,
personal or financial problems. These students would be able
to choose from hundreds of academic and technical fields of
studies, for their Associate Degrees, which would enable them
to get transfer to regular colleges into the third year of the
choice degree-courses to become graduates. These community
colleges will be beneficial for school drop-outs, late
entrants into higher education , and working people who find
entry into the formal system
